If you're like me and don't care for the story, I'll leave some notes (full enter) on the steps you can do that
1. Speak to the Village Leader (um_in 39, 121) located inside a hut in north-west Umbala (umbala 68, 253).
- Note: You must be wearing a Mr. Smile.
2. He will ask you to bring him 10 Oil Paper, 5 Slick Paper, 1 Feather of Birds, and 1 Squid Ink. (full enter 3x)
3. Once you bring the items back you will be able to talk to the rest of the NPCs in the village.
